This implies that these rights and duties apply equally to everyone. Yet, as D. Taylor (1989) has argued, citizenship, with its notions of membership of a community (particularly a nation), is based on a set of practices that excludes certain people from full membership. One example is the way asylum seekers and refugees are currently treated in the UK and many countries around the world, often in a ‘hostile environment’ with separate and inferior welfare benefits, housing and dispersal schemes, which social workers are involved in implementing (Robinson, 2013; Wroe, 2019).

Case example 5.1 offers a perspective from an asylum seeker from the Cameroon, who was getting support and advice from a church-based project in a British city on her asylum application, which had been refused four times.
